NDRC: upgrade the manufacturing industry

National Development and Reform Commission proposed in 2014 three priorities: enhancing coordination of industrial development, upgrade the manufacturing industry, and promote the great development of the service industry.
In transform and upgrade the manufacturing sector, specific measures:

Second, adjust and optimize the distribution of productive forces.
